To me this looks like someone was brushing their dog along the trail, the fur bunches up and you have to pull it off of the brush. Just my opinion.
Well if that is the case, the poor doggy must be naked by now.
That, I am sure, is all that it is…Looks exactly like when I had my Newfie and brushed him out also. Was so soft, thought I could make a pillow out of it…

The fur just keeps coming out.
Oh man what a thread. I have to admit that is my dog’s fur! We use a shedding blade on him because he is losing his undercoat right now.
Usually we’ll brush him somewhere less urban like at he trailhead where we take him for walks but it’s been so much fur lately. We brushed him there the other night, maybe Sunday’ and that was the second one that day!
I came to htmf because someone mentioned the google street view car thread to me and imagine my surprise to find this.
And trust me my dog is far from naked. If anyone is interested I can deliver as much white husky umdercoat to them as they need 
I’d say dog fur. And the fur along Wantage is more likely from dog brushing too.
