Does it cost money for a library card? If so how much?

Not if you don’t already have one. There is a fee for a replacement though.
Does it count as a replacement if you haven’t signed a book out since 1997?? LOL
I had a library card was I was younger, then stopped going for years. Last year I was looking for a book to read so went to the Library and asked for a card. I didn’t pay anything for it, but they do ask for 2 pieces of ID before you get your new card
