Well judge them individually, not together, and it seems a bit more consistant. One officer seems to be trying to maintain control over two subjects. The other vanishes off screen (We’re told that he is attending to another separate part of this incident) and it is he that steps on the legs of the subject. Perhaps it’s more a case of one officer going too far, not both.
Right, except that the RCMP will come out in the defense of all officers involved, saying that they acted properly with regard to their training and the situation.

Probably. In this case though wasn’t it the police who brought it to the complaint’s commissioner?

They obviously needed to make sure everyone had their story straight first. Kind of like when they killed the polish dude.
