I’m not sure how citizens can be a language.  Did you mean Arab?  

Let me answer this way:

Some citizens are Arab.  Some citizens speak Arabic.

There is no mention of salt in the wikipedia page of this place.  I don’t think there are salt mines or anything like that.

This town has a unique feature.

No.  As far as I can tell the majority of this town’s citizens (or this country’s citizens) don’t speak Arabic as a first language.

I initially said ‘no’ to this, but I’m not sure how accurate it is.  If you can let me know a source or a list of “alleged modern locations” of Sodom or Gomorrha I can cross-check.  But I still think it’s a strong ‘no.’
