I can’t get to it either. But, Citywest doesn’t block sites.
Maybe the site has blocked people from other countries? And that’s why you can get to it through a vpn.
Same way that Netflix US and Netflix Canada are different, but you can get both of them using a vpn as well…
I doubt Citywest is blocking it. Another possibility is that the site itself is blocking you or your network range
