No, I think that City public works put a bag over the parking meter. The council decided at the last meeting that parking would be free during off-season and during tourist season pay parking 9-5 week days with the first 2 hours free. Local merchants complained that pay parking 24/365 was hurting local business.
I think somebody stole it 
Well, that wouldn’t be the first time that it was covered up and unveiled. The parking meter seems to be an ongoing issue for sure.
