Anything less than five on the richter scale is considered light. There are about 6200 earthquakes every year that measure in the four range. Besides, the Richter scale has often been criticized as measuring only the magnitude, and not the intensity, which are quite different. Plus, it only measures it at the epicenter, not in other areas affected by the quake.

I remember watching a KCTS9 production on the levees 10 years or more ago. A geological engineer stated that they weren’t adequate. Now I hear Bushbaby pulled all the funding for upgrading the levee system.
