A little task for our new council

Hello newly elected councillors, congratulations on your success and good luck with the challenges ahead.

Now, if you could, a little bit of work to get to.

Perhaps you could inquire with your friends at the city yard as to the best time to put some sand down on the roads in the morning, as I don’t think the current work schedule is uh, working.

At least judging by the state of many of the roads on the morning commute today, where some of the hills and intersections seem to be have missed.

While we all know that the city relies more on the weather network than anything else for road maintenance, really, when it freezes in the overnight period, the idea of an early start to the city work day isn’t too out of the question is it?

Since we’re paying taxes anyways (highest taxation in the region, maybe the province) maybe some of that could go towards sand for the roads, just asking.

Anyways off to work you go folks, do us proud.

Second order of business, when asked to attend a closed session meeting, which seems to be where this council conducts most or at least a great deal of its’ business, please remember that there are only a few exceptions to the general rule that council meetings are open to the public. The exceptions are listed in 90(1) of the Community Charter.

You almost always get a say in whether topics that fall under those exceptions will be discussed without the public being present. The public “may” be excluded (see 90(2) for a couple of instances where the public “must” be excluded). A resolution has to be passed in public to exclude the public from the decision-making process.

Now here’s the tricky bit. Some of your older colleagues seem to think that once a meeting is closed to discuss a topic that can be discussed without the public being present, anything under the sun can be discussed. That’s what turns it from a closed session to a secret meeting, which really isn’t according to hoyle under the Community Charter.

Of course the problem with secret meetings is that we are unlikely to know if they have been held. There are some hints, though, like when the annual budget gets approved with minimal discussion, or if meetings are closed to discuss the “annual municipal report” long before it is due.

Is it just my imagination or is there less salt being used in the sand? Even when the roads have been sanded they still appear to be slick.

There are people who are still naive enough to believe council will actually DO something that is not personally beneficial?
